Prof. Bojana Nedeltcheva is the Director of CIMCCEE and she has been the head of the Institute since its establishment in 2004.
Prof. Nedeltcheva is a long-standing Director of the Institute for Post-graduate Studies at the University of National and World Economy and member of the Education and Personal Growth Committee of the International Institute of Municipal Clerks.
She is a highly-respected specialist in Public Administration, Intellectual Property Rights, European Union Law, International Public and Private Law. Prof. Nedeltcheva has specialised in the Asian-Pacific University in japan, the Sorbonne in France, Moscow State Institute for International Relations in Russia and many other places.

CIMCCEE: Dear friends and colleagues,
Bulgaria is the country where two years ago the Certification Institute of Municipal Clerks for Central and Eastern Europe (CIMCCEE) was established. The Institute is the first ever within the system of the International Institute of Municipal Clerks (IIMC) located outside of North America.
The International Institute of Municipal Clerks was established in 1947 and for the past almost 60 years has been gaining experience and developing professional skills for municipal clerks. Today, IIMC has more than 10 000 members worldwide – representatives of local authorities from different cities, small municipalities, and huge conglomerates from the United States, Canada, Great Britain, the Netherlands, Portugal, Belgium, Israel, South Africa, Australia, New Zealand, Mexico, Bulgaria, as well as representatives of national and international associations of local governments.
I would like to express my gratitude for the support and trust in us, and the belief that Bulgarian institutions can develop, organise and implement professional qualification programmes, and award certificates for professionalism of municipal clerks both from Bulgaria and the Central and Eastern Europe countries. It is my deep belief that we have set the grounds for an extremely useful and focused on ensuring professionalism in local governments in all the CEE countries, including the ones on the Balkans. The IIMC experience in the past 60 years serves as a very stable foundation for the duly acquiring of new skills and competences essential for the local authorities and which will ease and more easily adjust our local governments to the levels of skills, competences and professionalism of the ones in the EU member states. Bulgaria, with its positive and long-term experience in education, with its geographical location and its people (intelligent, highly educated, inquisitive, creative), is the place where we can successfully implement the philosophy, ethics and experience of the municipal clerks gathered in the past 60 years by the International Institute of Municipal Clerks.
